Regulation Under Ecodesign (Energy-Related Products Directive)
Regulation 640/2009, Electric Motors
This Regulation was published 22 July 2009. It defines the ecodesign requirements for three-phase, 50 Hz electric motors with two, four or six poles, rated power output of between 0.75 kW and 375 kW and rated voltage up to 1000 volts.
Tier 1 requirements were implemented 16 June 2013. Tier 2 requirements will be implemented 1 January 2015.
The Regulation is now undergoing review with the intention of extending the scope to include single-phase motors, power outputs from 0.120 kW to 1000 kW and variable speed drives. amongst other things. The preliminary study has been completed by the European Commission’s consultants. European AMCA are registered as stakeholders, and Neil Jones will attended a Consultation Forum meeting on 29 September 2014.
Tier 1 requirements will be implemented 1 January 2017. Tier 2 requirements will be implemented 1 January 2018.
Regulation 327/2011, Industrial Fans
This Regulation was published 30 March 2011. It defines FMEG minimum target efficiencies for fans and impellers, regardless of whether or not they are supplied with a motor. Fans with an electrical input power consumption of 0.125 kW to 500kW are included in the scope.
Tier 1 requirements were implemented 1 January 2013. Tier 2 requirements will be implemented 1 January 2015.
A Review of the Regulation has begun. European AMCA and several of their members are registered as stakeholders. They have contributed to the preparatory study survey and attended the first stakeholder meeting with the European Commission Consultants on 1 October 2014.
CEN TC 156/WG17
This Technical Committee and Working Group, under a mandate from the European Commission, is working on a harmonised standard to provide instruction and guidance on compliance with Regulation 327. It will reference other standards, including EN ISO 5801 (laboratory testing of fans) and EN ISO 12759 (fan efficiency).
An ecodesign Regulation on residential and non-residential ventilation units (NRVUs) was adopted on 7 July 2014. Box fans and roof fans with flow rates from 250 m3/hr and 1000 m3/hr come within the definition of NRVUs.
Publication of the Regulation is expected by the end of November 2014. Tier 1 requirements will be implemented on 1 January 2016 and Tier 2 requirements will be implemented on 1 January 2018.
Material Efficiency under Ecodesign
The European Commission has begun a study for a possible future Directive/Regulation on material efficiency.
Market Surveillance Directive
The legislative package is now under discussion in the European Parliament and Council.
Other Items of Interest
The New Blue Guide
The European Commission published a new version of its guide on the implementation of EU product rules, known as the “Blue Guide,” in April 2014. The full name of the document is Guide to the implementation of directives based on the New Approach and the Global Approach. It is intended to contribute to a better understanding of EU product rules.
Jet Fan Standard
The draft revision of EN ISO 13350 is due to be released for a three-month final vote on 20 November 2014. Members of the working group will meet to discuss the application of thrust-based efficiency estimation and a possible guidance document prior to this date.
ATEX (Hazardous Area) Fan Standard
This standard is still undergoing revision. It seems unlikely that manufacturers of existing products will have much to be concerned about.
Emergency Smoke and Heat Control Fan Standard
Problems with CEN Consultants seem to have been resolved. We look forward to the draft revision that has been ready for two years being released for final vote.
